Hello, and welcome to the Naqeel al Salaam training course on ceasefires and security arrangements. From this page, you can access all of the relevant videos and materials for the course. When you click on the links for each module, the website will direct you to a page with all of the corresponding videos, as well as a place to submit responses to the reflection questions that will appear in some of the videos.
As the majority of the material is provided in video format, please refer to this link for tips on managing subtitles. Captions and subtitles should be accessible in the language of your choosing. *In Yemeni dialect, a Naqeel is a long, difficult, windy road through mountains that people use to travel from one part of Yemen to another, and that connects the different communities of Yemen together. We use the term Naqeel al Salaam for this course to capture the long, tiring, and oftentimes challenging road to peace, but that hopefully leads Yemenis across to the other side. The term reflects the challenges of moving from conflict to peace, which may involve many setbacks and delays, but that ultimately leads to the destination. This imagery is visually reflected in the image above.
النقيل هي كلمة مستخدمة باللهجة اليمنية وتعني الطريق الطويل والصعب عبر الجبال ويتم من خلاله السفر في اليمن من مكان إلى آخر. ويربط النقيل ايضاً المجتمعات اليمنية المختلفة معًا. في هذه الدورة التدريبية نستخدم مصطلح "نقيل السلام" لتصوير هذا الطريق المرهق والمليء بالتحديات في كثير من الأحيان نحو السلام ونحن نأمل أن هذا الطريق بالنهاية يقود الشعب اليمني إلى النهاية المشرقة نحو السلام. يعكس المصطلح تحديات الانتقال من الصراع إلى السلام والتي قد تنطوي على العديد من الانتكاسات ولكن على أمل الوصول إلى الوجهة المعنية. تنعكس هذه الصور بشكل مرئي في الصورة أعلاه.

الوحدة الأولى / Module 1
تركز الوحدة الأولى على آليات التخفيف من حدة النزاعات وإدارتها والتي هي مجموعة من الترتيبات المستخدمة من قبل أطراف النزاع للتخفيف من حدة العنف أو إدارته خارج عملية السلام الرسمية. نركز بشكل خاص على تدابير التخفيف من حدة الصراع والقيود المفروضة على الأعمال العدائية و الهدنات وترتيبات إدارة ساحة المعركة. سنقوم بتعريف كل من هذه المصطلحات ولماذا يتم استخدامها وعلاقتها بعملية السلام.
Module one focuses on conflict mitigation and management mechanisms– a collection of arrangements used by conflict parties to mitigate or manage conflict violence outside of a formal peace process. We focus specifically on conflict mitigation measures, restrictions on hostilities, truces, and battlefield management arrangements. We discuss what they are, why they are used, and how they relate to the peace process.

Module two focuses on ceasefires and related security agreements– a more formal collection of agreements that closely relate to the peace negotiations. We focus specifically on declarations of intent, humanitarian ceasefires, cessations of hostilities, preliminary ceasefires, and definitive ceasefires. We discuss the different agreements sequentially, focusing on the least formal and specific agreements first, which tend to happen earlier in a political negotiation process, and progress to the more detailed and verifiable agreements, that tend to occur later in the political process when the parties are moving closer to a peace agreement. We cover what the agreements are, what functions they perform, and how they contribute to a peace process.

تركز الوحدة الثالثة على تنفيذ وقف إطلاق النار. بمجرد يتم الاتفاق على وقف إطلاق النار سيتواجد العديد من المهام المحددة التي يجب على أطراف النزاع معالجتها. نناقش العمليات التي تدير من خلالها أطراف النزاع وقف إطلاق النار وأنظمة مختلفة للمراقبة والتحقق وتوفير الأمن المؤقت ومشاركة المدنيين والمجتمع المدني في العملية.
Module three focuses on ceasefire implementation. Once a ceasefire is agreed there are several specific tasks that the conflict parties must always address. We discuss the processes through which conflict parties manage a ceasefire, different systems of monitoring and verification, the provision of interim security, and how civilians and civil society will be involved in the process.

تغطي الوحدة الرابعة المبادئ الأساسية والجوهرية للقانون الإنساني الدولي وسبب أهميتها في هذه المرحلة من عملية السلام في اليمن. يتألف القانون الإنساني الدولي أو بما يعرف بقانون النزاع المسلح من قواعد الحرب التي تهدف إلى تقليل المعاناة في خضم النزاع الى ادنى حد ويجب اتباع هذه المبادئ قبل وأثناء مفاوضات وقف إطلاق النار.
Module four covers the foundational and fundamental principles of international humanitarian law, and why they are important at this stage of the peace process in Yemen. International humanitarian law, or the Law of Armed Conflict, consists of the rules of war intended to minimize suffering in the midst of a conflict, and must be followed before and during ceasefire negotiations.
